Mozambique ex-leader wins prize Former Mozambique President Joaquim Chissano has won the first Mo Ibrahim prize rewarding a retired African head of state for excellence in leadership.
Mr Chissano, who is credited with bringing peace to Mozambique, had been seen as a frontrunner for the prize.
The prize, announced by former UN head Kofi Annan, is worth $5m (£2.5m) over 10 years, and then $200,000 a year.
Mobile phone millionaire Mo Ibrahim is funding the project in the hope it will help improve governments' performance.

Shell admits fuelling corruption
Shell say they will support Nigeria's anti-corruption drive Oil giant Shell has admitted it inadvertently fed conflict, poverty and corruption through its oil activities in Nigeria.
But a Shell spokesman said the group did not agree with independent experts that the unrest may force it to leave.
Nigeria contributes to about 10% of Shell's global production and is home to some of its most promising reserves.
Shell says it has been difficult to operate with integrity in areas of conflict like Nigeria.

President Paul Biya has Paulbiya_1been ranked one of the four worst dictators in sub-Saharan Africa and one of the world's worst 20, by an author and commentator for the United States TV network, NBC.

Nigerian leaders 'stole' $380bn More than $380bn has either been stolen or wasted by Nigerian governments since independence in 1960, the chief corruption fighter has said.
Nuhu Ribadu told the BBC that Nigeria has "nothing much" to show for the missing money.
He said the worst period for corruption was the 1980s and '90s, but currently two-thirds of governors are being investigated by Mr Ribadu's agency.

Fight corruption with ethical leadership
IN March 2002 US President George W. Bush inaugurated the Millennium Challenge Account, a global initiative of aiding poor but qualified countries to spur economic growth. The program will give funds to developing countries to promote economic reforms and reduce corruption.
The Philippine government recently received over $20 million, or about P1 billion, to combat corruption. Simultaneously, President Arroyo ordered the release of P1 billion as the counterpart fund for the anticorruption campaign.
