Koen Doe! ns, a Belgian foreign ministry official, has become head of the private office of Louis Michel, the European commissioner for development and humanitarian aid. Doens was previously the deputy head, a position which is now taken by Frenchman Hervé Delphin.
The promotion of Doens comes about because Michel’s previous chef de cabinet, Sabine Weyand, has moved to the private office of José Manuel Barroso, the president of the Commission.
Weyand will be looking after the energy, trade, development and Africa dossiers
